Because the pressure isn't high enough to create an explosion - the evaporated water is free to move out of the oil, and so pressure doesn't have a chance to build up sufficiently to cause an explosion.

If however a large amount of water was put in a sufficiently small container of oil at sufficiently high temperature to vaporise all the water instantly, then the container could explode.
