There could be many reasons why a town maintenance crew would drill holes in the street and sidewalk. In most cases, they may have been drilling holes for a probe to check the depth level of the frost line. Typically a sidewalk is a public right-of-way. While you may actually own the property, it is subject to public use. In most cases the easement runs from the center of the street to and includes the sidewalk. In my neighborhood the property is subject to a 25 foot setback from the center of the street. I cannot obstruct or build anything in that area.
