Why is bullying different from teasing?

The difference is that when you bully someone, it never makes them laugh unless they don't understand that your bullying them. When your joking with someone you can make them maybe a little angry, but after a while they laugh. If you bully someone physically their is a high chance of you getting caught. If you joke with someone the person feels happy emotionally and physically. Some people like to bully you emotionally, but then they pretend it was a joke. That's what we are trying to avoid.
