The main reason is a population explosion during the second half of the 20th century, which led the city to have a fast, unregulated growth from 3 million in 1950 to over 9 million in 1970 to 18 million in 1990. Also, inner-city real state has become too expensive for most people, increasing travel times to one and even two-hour trips. This is mitigated by public transport, but the traffic density is so high, most roads and freeways are saturated during rush hour.

This can be easily explained if you consider that Mexico City has almost the same population of New York City, but has half the area. This results in less sprawl, but a much bigger stress on transportation routes.
