Although water is a renewable resource, high quality drinking water is not self-renewing at the current rates of consumption. In the United States, there are several rivers that are shorter due to water diversion from the main flow and underground aquifers are drying up because water is being pulled from them faster than it is replaced. Once used by humans, water tends to have a number of impurities and pathogens that must be removed before the water can be safely consumed again. This is a high energy process, and in many cases humans cannot remove all the impurities from the water that were put into it.

From an economic standpoint, we're not running out of water as a planet. However, it is just often not located in places that are convenient for some groups of human inhabitants. For instance, as shocking as it may be to residents of places in America like Nevada and Los Angeles with high water bills, there are parts of the country that have so much water that they don't bother with meters. Wasteful use of water in densely populated, dry climate parts of the world can cause a serious shortage.
