Bullys should be forgiven because they probably bully you to let out their aggression.They do it because they feel like nobody cares about them or they are going through a bad time.They want to be noticed not forgotten.Dont fight back ,talk them out of it and try to make them feel you dont care yet sooth them as well.They will surely calm down and feel good that someone is taking notice and dealing with them the better,easier way.

They should, in the best of all possible worlds. The problem is getting the bullies who should see it to actually seeit. If people have been identified as bullies and there is some way to have them watch a good video on the subject, then certainly they should. But people have to be open to getting help before it will take.
