Bullies are not in themselves evil. What they do is wrong and it is being cracked down on in most schools, but many bullies are not what you might call evil.
A bully will become a bully for several reasons;
1) He/She is seeking attention
2) Taking out a past grievance on others due to the fact that they can't do anything else
3)They themselves have been bullied and don't see why others should have it any different
There are other reasons which don't come up from the top of my head, but bullies themselves are not evil. They can be described as 'Loosing their way' by some, although this is assuming that there is a set path or objective for everyone to follow, and often underneath, they are ordinary people.
