In the United States, using the term "solving labor problems" usually means that workers in a particular company belong to a Labor Union. If that's the case than normally there is a grievance procedure worked out by the union & the company. If the labor problem is over wages, and or the negotiation of a new labor-company agreement, then normally a date is set for the union & the company to negotiate a new wage and probably new benefits package for the company and its workers.

It wasn't that Labor Unons could not ease the condition of workers, it was the fact that the government and business owners usually sided together against any gains the Unions would attempt. Labor union activity was considered illegal in a lot of states and was claimed to be a restraint of trade rather than an attempt to help workers. Labor organizers and labor members would be fired by employers if they tried to organize workers. Black Lists would be circulated among owners of business and industry with the names of labor organizers and workers who supported Unions, so they could not find jobs. When there were strikes, the owners were usually able to get injunctions against the strike and the authorities were authorized to break up the strikes.
In the early days, people who joined labor unions risked their lives! In 1881 Henry Miller, the first president of the International Brotherhood of Electrical Workers, traveled around the county working jobs and organizing. He would have to hide his union ticket in his shoe, people would be beaten and killed for belonging to a union.

Labor Day is a day where we think of workers, and what they do for us. I was also born on Labor Day so I would know.
Labor Unions would pull a double standard and claim that they would protect the rights of "all workers" EXCLUDING: women, minorities, and unskilled workers. Many unionists feared that minorities were big competition only because bosses payed them lower wages, and more likely to hire them. The hostility of American born workers towards immigrants as well, kept the union weak.
I'm pretty sure it was either the Industrial Workers of the World. This union was full of the social undesirable - anarchists, immigrants, etc. It just makes logical sense that they would be. By the way are you in Field's class?
