The premise, as stated in the question, is flawed to begin with. By and large it cannot be shown that the police HAVE hindered society. The police (at least in the US) do not operate un-supervised and in a vacuum. They are simply one of many agencies of the Executive Branch of government. They are charged with the responsibility of enforcing a myriad of laws, regulations, ordinances, and codes ALL promulgated by the Legislative Branch of government. In the final analysis, their efficiency and effectiveness in carrying out their duties out are judged by the Judicial Branch of government. As far as affecting "society" (as used in the macro sense) "the police" are no more nor less than a reflection of society's standards and desires.
