Not clear how Lana'i City fits in this answer. Other than the "City and County of Honolulu" no actual cities by standard definitions should be stated.

If determined by population, then I do not see how Lana'i City (~3000) compares to other Maui towns of Kahului (~20,000), Wailuku (~12,000) or Lahaina (~9000). Lana'i City does not even fit in the list of the top 50 population centers in Hawaii.

If determined by name, then "Pearl City", "Makakilo City", or possibly "City of Refuge" could also be included, but that does not seem to make sense either.

1. Depends where you look, Technically Hawaii only has one city, Honolulu with a pop of 387,170 as of 2010 census
2. Pearl City being second largest unincorporated area or census designated place with a pop of 47,698
3. And THIRD being HILO with a pop of 43,263

Hilo is listed as the largest census designated area in Hawaii but pearl city beats them by population. All info is from the 2010 census and may have changed since then.
