The original 1939 advertisement for their first broadcast programming said that "news, sporting events, and interviews with visiting celebrities and other programs of wide interest." would be much of the programming.

These are all programs aimed at adults. All 6 pictures of possible programs were things only adults were likely to want to watch.

I doubt that RCA had done serious consideration of the TV audience and probably just assumed it would be roughly the same as the existing radio audience.
