A progressive 'country' refers to the government of a large primary or secondary political division that advances human rights and freedoms over the interest of corporations or other hegemonic groups even in the most extreme circumstances, and provides advanced, utterly comprehensive social services, while at the same time seeks to limit the reach of the central government, and zealously nurtures the planet's ecosystem. Countries in this tier are characterized by small or non-existent militaries, strong court systems, an integrated yet heterogeneous population, and a tradition of smooth stable and democratic transitions of power for more than a century. The most advanced progressive countries are also increasing their involvement globally while simultaneously strengthening local governments, apparently attempting to devolve themselves from existence. Examples of the most progressive countries in the world include Sweden, the United Kingdom, and Costa Rica.
