Culture mainly depends on human knowledge, their behavior and belief. it is actually based on social learning. But as much as civilization is concerned, it is much of a scientific term and includes the entire living systems of a particular region. to be precise civilization is the technological part of human knowledge whereas culture is related to social adaptations and behavior.

Writing captures the history, culture, and technology of a civilization. When the knowledge transfer of those three subjects moves from written to oral, the transfer velocity decreases, and becomes unsustainable on a large scale. At the same time, the knowledge becomes scarce and protected. That means knowledge cannot get out, and, is horded by the people who have it. Culture and technology then stagnate, and history is forgotten. When culture and technology stagnate, people go from abundance living to subsistence living. Civilization will then collapse once that transition is complete.
