Deviance generally just means "different from the norm" or "taking a different path" and whatever you are comparing it to is essential to what it means on a larger scale. So, if you are talking about people who deviate from the law, then they could be the same thing as criminals. However, if you are just talking about deviance from the norm, then people who are left-handed or people who are any kind of minority would be deviant, just because they are different, and that definitely isn't the same thing as criminality.
