Presumably, because it is almost impossible to know because "poor" can be a subjective thing. While some people who live in developed countries might be millions in debt, they are still "rich" when it comes to quality of life, health, and access to education and housing. Then again, some people who live in underdeveloped countries might get pennies every day for a wage, but are lead a "rich" life centered around family and not materialistic things.
