You are also not supposed tile on top of any form of wood (laminate is recycled hardwood), because it expands and contracts so it will also cause the tile and grout to crack. You should remove the laminate. And then install on top of either smooth concrete, level it or add in cement board. If, however, you actually mean vinyl, then it depends the condition of the vinyl.
