This could mean importing the rice that was once grown in a country. There is a fine balance between people needing somewhere to live (new residential areas), somewhere to work (new commercial centres providing jobs), and to still be able to feed an ever expanding population. So ensuring that the population can afford to buy food and eat a healthy diet.
