Actually, many Kingdom Halls in various parts of the world DO have windows. (See Nehemiah 4:21-23.) Whether or not to have windows really depends on 1) security and crime in the area, 2) insurance rates, and 3) the local weather.
The Kingdom Hall I attend used to have windows but we were burglarized twice (all the sound equipment was stolen both times), so when we did a remodel in 1996 we covered over and stuccoed where the windows had been. Two advantages for us are that now our insurance rates are much, much less, and our air conditioning and heating bills are about half of what they used to be! Nice!

I work on the Kingdom Hall builds, and I can tell you first hand that the reasons were to reduce cost, simplify design, speed up construction, and to reduce the utilities needed to heat and cool the Hall. However, in recent years the organization has begun including windows for the reason that we want people outside the Hall to see what's going on inside the Hall. So, those who are in charge of overseeing the building committees have decided that the benefits of windows outweight the cost and design issues. So, on our newest Halls, we have been including windows in the auditorium in the US. Worldwide, however, in some countries, it is impractical to include windows. In some areas, windows are much more expensive, and building skills on the part of the workers may be limited. Therefore, especially in developing countries, Jehovah's Witness Kingdom Halls may continue to exclude windows in the auditorium.
