I believe that the skin doesn't grow hair anymore, after someone has put the Bat's blood on the skin. Usually people put it on their babies skin when born, so no hair can be grown.

I mean everyone knows that the bond between a dinosaur and its parent is even greater than that of a humans, any pre-school book can tell you that.
