What is a round of ammunition?
A "round" is another name for a bullet or cartridge. Historically, the word referred to a single mass discharge by a group of weapons, then to a single discharge by one weapon, then to the projectile so discharged; in modern weapons, it usually refers to the bullet/propellant/casing combination called a "cartridge." It does not, and never has, referred to the number of cartridges in a standard load. In archery, it does refer to a number of arrows fired in a scoring round, but the difference is obvious.
SOME ammo can be reloaded. Not all can be.
A fired cartridge case is cleaned, and the old primer removed. The case is lubed, and pushed into a sizing die that squeezes the brass back to it's original shape and size. A new primer is seated in the primer pocket, and a measured charge of powder poured into the case. A new bullet is pushed into the case mouth, seated to the correct depth, and may be crimped in place.
Ammunition is under federal law. Tracers are legal to own and use, but may be restricted for use in OK for hunting or some other obscure state useage law. It would be adviseable to check with any office of the BAFT (Bureau of Alcohol, tobacco and firearms) and ask - they are usually happy to answer questions. You can also call a large, professional hunting supply of gun shop - there will be a wise old man there that will know everything about it:)

yes any gun that shoots bullets has shells. A revolver doesn't 'dump' the shells out, they have to be removed by the shooter before it can be reloaded. It is a bit easier to keep track of the empty brass and avoid leaving evidence behind.

How hot is a bullet when fired?
That varies depending on the cartridge, and how far the bullet is from the firearm in flight. Bullets are heated both from the explosion of gunpowder, and friction as they are forced up the barrel, but begin to cool very quickly. A physics group made a study of measuring the temperature of a bullet in flight using high speed cameras that could measure temperatures from the infrared light emitted by a hot object. Using a 5.56mm firearm (similar to the M16) they found that the bullet was about 513 degrees F measured about 10 ft from the muzzle.
