It has happened. During the American Civil War, a Union rifleman fired his rifle, and the projectile collided with the projectile fired by a Confederate rifleman - in the barrel of the Confederate's rifle. IIRC, that rifle was displayed in the Museum of American History.

Handgun projectiles are fired through shorter barrels which lead to a reduced production of muzzle energy.

No. They're not even remotely close to being the same.

The two bullets are the same caliber but that is where the similarity ends. The M-16 bullet is about 3 times the length of a 22LR, completely different in shape, about 4 times the weight, etc. Also the cartridge used in the M-16 has more than 10 times the powder than a 22LR, giving much higher muzzle velocity.

A rimfire CARTRIDGE uses a dab of wet priming compound that is placed in the cartridge case, and the case is spun at high speed to force the material out into the folded rim. The priming material, usually based on lead azide, is an extremely sensitive explosive, and cannot be safely shaped or handled except when wet. After the material dries, the case is loaded with powder and a bullet. When the cartridge is fired, the folded rim is pinched by the firing pin, causing the primer material to explode, igniting the powder. There is no safe way to effectively renew a rimfire primer.

The M249 is typically fed from a belt... 100 round "nutsacks" and 200 round plastic drums are often used. It can also be magazine fed from STANAG 4179 magazines (the type used in the M16 and several other rifles). Those can be whatever capacity they're manufactured for, but 30 rounds is typical.
