In the US, a live frag grenade is legally classed as a Destructive Device. To possess one requires that the transfer be approved by local law enforcement, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (who will need photos and fingerprints for the background check) You will also pay a $200 per grenade transfer tax. And unless you have a valid use for them, no company will sell them to you.

Depends on the type of grenade, and how far away- but at 30 meters, it is as loud as anything you have ever heard. It is louder than a shotgun louder, than thunder, louder than the loudest slammed door.

Bombs may detonate during disposal. Many new bombs or incendiary devices can be very unstable and pose a threat even to trained individuals throughout the disposal process. If a bomb detonates during disposal, an explosion may occur. Individuals near the device may be burned or injured by projectiles. Detonated bombs may also cause structural damage if detonated in or near a building.

People evacuate when there is a bomb threat in a hasty manner. Stopping doing whatever one is doing and exiting an area or building very promptly yet orderly is prudent.
