What is value of a Browning a5 1951 shot gun with engraving with initals PV?
Value is too difficult to be accurate without seeing the gun. Condition which includes the amount of original finish and original configuration will determine value. Auto 5's with poly-chokes, compensators and recoil pads (other than Mag 12's) will reduce value. Personalized initial such as "PV" will also decrease the value, more importantly, if the gund is in great condition the PV will decrease desireability. What scope mounts and rings fit the belgium made browning 22 semiautomatic rifle?
The Browning 22 auto was traditionally scoped with an integral scope mount base that was mounted to the barrel. The mount rides up above the receiver and rearward toward the ejection port. Grade I is supposed to also have the groove mounts. The groove mount is not recommended because if the gun is taken down, the scope would be off zero when the gun was reassembled. Browning offers the integral barrel mount base and rings for this application. The Browning part number is 8517, however, your older Belgian model may not be tapped for the screws and may require a gunsmith to tap and thread the barrel. This was confirmed in the 1964 Browning catalog. Recommend you discuss this with the Browning Customer service dept at the link below to verify. No other cross references could be found for mounts that fit the Browning 22 automatic rifle.

What does it mean when it says special steel barrel on a browning shot gun?
This goes back to the beginning of the auto 5 production in 1903. John Cockerill was a British Industrialist whose company supplied high quality steel to Fabrique Nationale (FN) which was the maker of the A-5. The Cockerill name was first used on Browning barrels stamped "cockerill steel". The steel was a very strong quality that met the proofing requirements of guns that were shooting smokeless powder. Eventually the Cockerill name was dropped from the barrels and "special steel" was used instead. The FN guns that were not sold to Browning in the US, uses the barrel stamp of "acier special" which means special steel in the French language.
