With each new edition the games are becoming more refined regarding realism. Factoring the heavier weight of chosen equipment slows a player, takes a fraction of a second more to raise their weapon or seeing other players approaching shadows and hearing footsteps or gunfire getting closer enhances the game especially in a multi-player environment. Other refinements that minimize lag time also make for a better experience.

The method you level up and score is also different. Personally, I believe Black Ops 2 to be the better.

Technical advances not included, player preferences will differ. There is a variety of maps/environments/places the battle takes place in MW3. The BO2 maps to date are largely generic industrial facilities but some newer maps are addressing this weakness.

Last, if you like playing muliti-player matches but are alone and without an internet connection, you can only play the campaign in MW3 or walk/run around all your maps. BO2 has artificial intelligence (AI) players who's skills can be adjusted to yours that will make up the rest of your team and all of the enemies so you can practice and play all the maps you own without any need to be online or even on a local network.

I think that even though the maps are weaker, the improvement in play, better level ups and scoring and the option of being able to experience multi-player matches without an internet connection make BO2 the better game.

It has already dropped at games stop. Black ops didnt drop when mw3 came out because it was an awesome game but mw3 sucked so its price dropped before black ops 2 came out.
