How long does it take for cartoon network to make a new character?

Depends. You see, animators have to first thing of an idea and a character to fit the plot of that idea. Animators have to sketch, ink, and color character perhaps many times over (because idea changes) before a character is complete. So it may take anywhere from a few days to a few months.

How do you send my pictures to Cartoon Network and get them published into a cartoons?

You phrased the question wrong as I cannot send your drawings anywhere since I don't have access to them but presuming naturally you meant to write "How do I send my drawings to Cartoon Network" ... well, you don't. That's not how cartooning works.
I don't know if they do it anymore but they used to have artists & cartoonists send submissions in and they would choose the best ones and air them but they would be completed cartoons. Cartoon Network isn't going to complete a cartoon from a set of drawings submitted by an individual.
Having said all that, networks ask you not to send them unsolicited material so unless it's for a contest, there's no reason to send anything to Cartoon Network.
