You have to return the two Underground Tour tickets to the guy in the Web Browser cafe on Main Street. He is busy playing games.

To get his attention, go to the Clown Store and get a green balloon. Take it to the crying boy in the Country Side. This will get the guy to stop playing.

The scream. it is on the top middle level next to the forgery detection lab.

In the Black Widow's lair, go under the first guard, to the second opening, then climb the box above him to the left. When the female guard comes left and turns back to the right, jump up and quietly follow her until you can jump to the chair. Bounce up and left to reach the key card door.

Hid behind the statues and/or plants.
It is too dark for the cameras to see you. The things to avoid are the female security guard in the office, and the lasers in the statue room. (Hiding behind the statues works.)

You use the underground railroad starting from by the docks because they are doing construction in front of the entrance of the museum the go up the rope thing and you will be in the supply closet in the museum.

When she leaves you in the chairs, she goes to her treasure trove of stolen art, where you will find her right away, as soon as you get past her guards.

Once you have all 6 of the pieces and it is night, enter the underground through the docks exit, go up the ladder, and rearrange the 8 features on the face.

Locations of the Dragon Face pieces:

The City Docks : top of the boat mast

The City Docks : in the sand to the far right

The Museum : on top of the museum

The Inn : above the street artist, near the roof

The Underground : in the arch where the bulb is hanging

The Museum : in the Supply Room (must take Tour, get job)

Arrange the Dragon Face features to match the picture, then press the latch :

Left (your left) horn : flat to left

Right horn : up to right

Left eyebrow : up to middle

Right eyebrow : over top of eye

Left eye : down and left

Right eye : up and right

Chin : halfway down below mouth

Tongue : all the way out
