As a whole, no. The Maravilla family of gangs cannot take on the Surenyos family of gangs, and win. Per say, the Surenyos are not an actual street gang. They are an enforcement arm of the prison gang, La Eme (the Mexican Mafia). As a group, they rival all other street gangs in the US, as they are a coalition of Latino gangs from Southern California, Arizona, Texas, smaller gangs in the northwest and Midwest. They are mostly Mexican American (chicano) members with the occasional illegal immigrant allowed. In Los Angeles, SFV, OC, and San Diego alone they claim 30K to 40K members. Any gang that claims 13 after their barrio, or hood is considered a "Surenyo" gang and under EME control. Nevertheless, that control on the streets is always challenged by rivalries amongst other Surenyo gangs - hence, territorial disputes are still very much alive, and so are the deaths at hands of fellow Surenyo gangs.
The Maravilla gangs are hold outs from this coalition of "southsiders" that pledge allegiance to the EME. As so, they have been "greenlighted" for many years. As so, a hatred of sorts has fomented among Surenyo gangs, viewing the Maravillas as traitors, or "levas". However, the Maravillas have a firm hold on their territories, and their roots in East L.A. go back generations. As so, they have the "street's" loyalty in the neighborhoods they patrol. Because of this, the Surenyos have never gone after, in an active campaign, to eliminate the Maravillas. That would be a very bloody war on both sides. The Maravillas consider themselves just as ruthless as the EME, and will not back down from a war. Unlike the Surenyo gangs, the Maravilla group of gangs do not bicker with each other over territory, or power which keeps them strong.
For any gang to try and eliminate the Maravillas, they would soon find out that it they would be hard pressed for a quick solution. So, the answer to your question, Yes they can, but No they cannot win.
