Does Grand Theft Auto 4 needs graphic card on windows 7?
Of course, every computer/laptop has a graphics card, even if it's integrated.
If you want to play GTA 4 you will definitely need a fairly decent PC/Laptop to actually run it, if your laptop is outdated and has an integrated graphics card and processor, chances are you're not going to have much luck.
As for Windows 7, it's only an operating system, Windows 7 64 bit is much better visualized, and will help games run better, but without a decent Graphics card or Processor you won't be going anywhere.
How can I kill Pegorino in Grand Theft Auto IV?
I am not sure if you wanted to know how the whole mission works, but here goes:
If the route you have chosen takes you to Out Of Commission as the final mission, then you have to take out a host of mob heavies to get through to Pegorino hiding in the old Casino. There is no timer on this, so you can take your time getting rid of them in whichever way seems to be best. Ensure you pick up their weapons as you go along. Once Niko has connected with Pegorino, the mob boss will do a runner and take to a speedboat. Niko has to fight through another group of mob bodyguards until he manages to get to a Sanchez dirt bike, waiting on the side. Niko has to hug the coastline and chase the speedboat. It is difficult, boggy terrain, but eventually he will see a ramp which he has to go up at speed in order to jump up on the helicopter which is hovering overhead, containing Jacob and Roman.
Once he has managed to get on board and started piloting the chopper, Niko has to avoid being hit by an RPG from Pegorino's speedboat too early. The chopper will eventually get hit anyway, but then the action goes into a cut scene over Happiness Island as Pegorino's boat and Niko's helicopter land there. Niko then has to chase after Pegorino into Happiness Island. The one thing I have avoided doing is stopping to fire at anyone in the way, whether it be bodyguard or cop, as long as Niko has good health he should be able zig zag through any bullets until he gets to Pegorino in the interior. Probably best for Niko to carry an SMG so that he can run faster and also be able to take out Pegorino. If Niko is successful, the action should go into a cut scene with Pegorino's dying moments.
Useful tip: Before Niko connects with Pegorino in the casino (as there is no timer on this mission), take Niko back up the road to the garage on the hill, behind the Casino complex. There is a building next door with a ledge, with a rubbish skip on wheels which Niko can get up on to get at the armour hidden on the ledge above. This will top up his armour before the worst of the action. There are two first aid boxes inside the Casino itself, so that will help too.

That depends on how you prefer to kill people. If you have a large group to kill, I recommend AK-47 and grenades (for when they're hidden behind something). If you have to kill a single person, it is always fun to shoot him in the head with the pistol.

Yes, if Niko decides to kill Derrick, there is a potential reward of $20,000 from Francis (if Niko rings Francis from the roof, just before he is about to shoot, Francis will offer him a reward raise). There is also a small bonus of Francis clearing a wanted stars situation for Niko once, after Niko rings Francis and blackmails him.
If Niko kills Francis, there is no reward or special ability.
There is also a difference in the Undertaker mission for whichever brother's funeral takes place, in that the brothers are buried in different cemeteries.
Do you have to be online to use the phone in Grand Theft Auto iv?
Throughout the time I have played GTA IV on a games disk, and not on-line, I have been able to use Niko's cellphone OK. I have not tried to enter any cheat codes though.
This may be something you already know, but, just in case, I am copying some of the notes on the phone use for you, in case it is of help:
To use Niko's phone on GTA IV (for the PS3):
To activate phone: press upwards once on the directional pad. To access friends and saved numbers press "x" for Phonebook, and also for Options etc.
To dial a number, e.g. 911, cheat codes, etc., activate phone by pressing directional pad upwards twice, showing blank screen ready for number input. Choose numbers required by using directional pad, pressing "x" on chosen number. When all numbers on screen, press the telephone icon on the left hand side and number should ring.

Regarding the "steal to order" missions for Stevie (Brucie's friend - Brucie gets Stevie to text Niko after the "No. 1" mission). There are 30 vehicles in this section, and Stevie will send Niko a text for each vehicle request, with a picture and some location details (Niko does not get to meet Stevie in person, or call him). Once Niko has got the right vehicle (a message on the screen will confirm this when Niko gets behind the wheel), he has to take them to Stevie's garage in Bohan, which is marked on the map with a car icon. It's not far from Niko's safehouse in Bohan.
Once Niko has completed the 30 vehicles, this will count towards the 100% completion of the game. But, Niko can continue to make money and steal cars and sell them to Stevie by taking them to the garage.
