Nobody knows for sure if he DID start the fire, and he has not admitted to it either. He was originally on record as the first person to sound the alarm when the fire started.

But later, in court, they decided he couldn't have seen the fire from where he was at the time the fire started.

In October 1997, the Chicago City Council recommended that Sullivan be recorded as the person who started the fire, by accident.
