There are roughly 230 charters or chapters of the Hells Angels world wide.
The Bandidos run the HAMC...so whoever their president currently is would be the answer.
No; there is no Hell's Angels chapter in Mexico. They however, cross the border into the Baja California Peninsula from time to time.
There is not one main president. It all depends on what Charter of the Hells Angels you are looking at. For example the founder of the Oakland chapter (charter) is Ralph 'Sonny' Barger.

If you have to ask, then you're not authorized to wear one. The Hell's Angels name, wing logo and 81 are copyrighted. Wearing or recreating one without authorization would be a violation of the law, but don't expect them to take you to court if they catch you with an HA tattoo. It's safe to assume that it would be removed immediately, on the spot, by any means necessary with whatever tools are at hand.
In the classic "rumbles" of the 1950's, motorcycle chains and sometimes spud wrenches were carried for use as weapons under the legitimacy of also being used to make repairs. The ball peen hammer replaced these implements and became so popular with the club some support items bear a single hammer or two crossed hammers. One cannot be arrested for illegal possession of a hammer.

A Hells Angels nomad is a member who is not attached to one chapter. They are generally a "rover" and usually handle the more "discreet" or "wetwork" situations for the club.
"Wetwork" is a term that refers to the spilling of blood, wherein one gets wet from the blood they are working to spill.
