Incident Command System (ICS)

The concept of the Incident Management System (ICS) was developed several decades ago, in the aftermath of a devastating wildfire in California. Over the course of 13 days in 1970, 16 people lost their lives, 700 physical structures were destroyed and over one-half million acres burned. Although all of the responding agencies cooperated to the best of their effort and ability, numerous problems with communication and coordination hampered their effectiveness. As a result, Congress mandated the US Forest Service to design a system that would “make a quantum jump in the capabilities of Southern California wildland fire protection agencies to effectively coordinate interagency action and to allocate suppression resources in dynamic, multiple-fire situations.” ICS is based on proven management tools that contribute to the strength and efficiency of the overall system and includes concepts such as common terminology, modular organization, and management by objectives.

What are the advantages and disadvantages of using the Incident Command System within the Emergency Operations Center?

The major advantage in using the Incident Command System within the Emergency Operations Center is that it parallels what is happening in the field (Green, 2001, p.48). Meaning the terminology, titles, staff positions, training, and programs will be the same which makes it easier for interaction between the EOC and the Command Post. People trained in a certain position can take that position either in the field or in the EOC without additional training, which can be very efficient and helpful when needed.

The major disadvantage is that this system requires much training and practice. There is also the risk of putting someone from one agency into a position of another agency which he is not prepared for, which he may not fully understand, or which may cause office tensions because of seniority or work overlapping issues. This system may not be compatible with the day to day functions of certain organizations, which could be difficult to transition into during an emergency (Green, 2001, p.48).
