Well having naturally curly hair helps, but if not then make sure you do the following: make big curls at the bottom of your hair, feather it at the top a little bit, (if you don't already have the next then read it) dye it strawberry or dirty blond.

If your hair is even a little curly or wavy, try using garnier fructis's curl sculpting gel. it might not look exactly like jennette's hair, but it'll still look great. :D i use it, and i have poofy wavy hair, and i get awesome curls that look like hers. Anyway, all you have to do is get your hair wet in the sink or the shower, towel-dry it a little first, and spread it evenly throughout your hair. Twist curls into it with your fingers and it'll give you soft, non-frizzy or sticky curls. It's easier than curling your hair and doesn't burn your hair. You might have to try it a few times to find out how to apply it to make it look best in your hair, the first time i used it i put too much in and my hair looked bad, so don't be discouraged if it comes out bad the first time.
