Hi, I also have a similar issue, I initially noticed that the fans were not coming on when the engine reaches high temperatures so I went to Silverton Radiators and made a conversion to install in my water return pipe with a Thermo Switch and rewired the Fan Wiring to it so that the Thermo Switch (VW Switch 88 - 63c) would control the fans. This sorted out the fan issue however the vehicle still overheated I removed my Thermostat to do a test, same thing.

I tested the Radiator by undoing the bolts at the top holding the radiator to let the radiator lean towards the engine and felt the front side of the radiator only to find out that the top and the bottom of the radiator gets warm while the engine is running with the fans switched off but the Middle of the radiator where the fans are does not get warm at all.

Silverton Radiators (south africa) had this problem repaired for me and the cooling system has been working well eversince. A radiator flush wont do the trick here, the radiator needs to be stripped and cleaned.

It is definitely better to get a new radiator other than stripping and cleaning the radiator because there is always a reason to a clogged radiator and this might happen again in the near future.
