It's more like HE has to pay. Servers can be hosted on your own system, but if you want a serious server, you'll need to get dedicated hosting, and that costs money. A friend of his really isn't required to pay for him or give him any amount of money unless that friend is playing on his server, then he can force him to pay otherwise his friend would get banned from his server. No one pays him to host his own server though, and if he doesn't give any special reward to any of his donors, it will be unlikely that he will ever get payed. Also, there is no legal law that says what you just stated.
