They are not working because you are on recipe mode. To get your items go onto the main menu go to texture packs and then click Configs and go onto NEI and it will say recipe mode TRUE. Change it to false then save and go back onto the game. It should let you choose the items.

Peaceful mode is a difficulty setting, one which allows you to mine, build and explore without fear of attack, but without the limitless resources of Creative mode.
