Yes, you can earn a stripe back, get promoted and eventually retire if you so choose. If it's a field grade Article 15, that's harder to bounce back from than a company grade Article 15, but it can be done. Why do British people hate redheads?
Uhm, that is not a true statement. Just another silly stereotype. It's impossible for everyone to hate someone.
As far as I recall, a British family were being harrassed by people in their area and said publicly it was because the family members had red hair. The media made a big deal of it, and everyone with nothing better to do were happy to give their opinions about red hair versus any other colour hair or no hair at all.
Nobody seemed to ask whether all the other redheads in the area were being harrassed as well, or whether people put up posters of Nicole Kidman and threw rotten fruit at them; nobody asked whether people with other hair colour were being picked on, or bald people, or people with Irish setters.
Nobody seemed to care whether people who owned hairdressing salons which cut the hair of redheads should be banned from doing so, or just closed down.
In other words, it was all a load of nothing. Why the family said they were in trouble because of their hair colour, and whether this was actually true, was never, apparently, discovered.
Maybe one day the media will have a really, really slow news day and go back to the family so they can write headlines like, 'Our red-hair terror: British family finally breaks silence'
And then we'll all know. Or maybe not.
Meanwhile, the vast majority of British people don't care much about hair one way or the other, and have better things to do than plot to make redheaded, or blonde, or bald people's lives miserable.
The ones who do plot against redheads probably don't do much about it because they're too busy asking the voices in their heads whether they can buy food from evil supermarkets which sell red hair dye.

The STAR test is changed each year so the answers change as well. The test answers and questions are very protected and when a school or teacher gets the test they have to sign a paper stating that they will not copy, print, or speak about the test questions to anyone. A teacher can be fired for doing this. Also in the instructions to schools and teachers are directions on how the test is to kept while it is given. For instance, the 5th grade test in science requires the students to know the periodic table. This is a very abstract concept for a 5th grade student and very hard to teach. The science test also gives chemical formulas for the student to tell what the formula is and this is also very abstract for a 5th grade student. The reading section in the test is so big it takes a whole day for the student to complete. About half way through the students are worn out and tired.
