Officially it is said that there were travel restrictions on account of the Second World War. However, All Star games were held in the three previous years (1942, 1943 and 1944), all of which were WW II years. Strangely enough, the 1945 game would have been played after Germany was defeated and as the Pacific war was winding down. We must assume then that the decision was made too early for MLB planners to realize that the war was nearly over. That still doesn't explain why All Star games were held in the three preceding years. I remember the gasoline rationing throughout World War II, so travel restrictions owing to the war effort and military requirements for fuel should have influenced the decision on holding those three All Star games as well. Perhaps gasoline was becoming just gradually more scarce due to the sustained period of time during which fuel was being consumed more and more consumed by the war effort.
