A model can have a tattoo, however, a tattoo can be a complicating factor (although they can be airbrushed out of a photograph if they are not wanted). Your particular tattoo may or may not go well with whatever clothing your are modelling, or whatever effect the photographer is trying to create. If a tattoo is needed for a particular photo, they can always give you a temporary tattoo. And that way they can have the exact tattoo that they want. So I advise against getting any permanent tattoo.

If you are referring to the Bella Agency in New York, yes, this is a legitimate company.

Marissa Miller is 5'8" although she no longer works for Victoria's Secret.

As long as the website is the official site for the agency and it states that it does not charge any upfront fees, those are good signs that it is not a scam. If they also mention being affiliated/licensed with SAG/AFTRA, etc, that is also a good sign. although this is typically something that talent agencies deal with.

Most of those models are not actually paid any money to appear in the magazine. They work for what are known as "tearsheets," which means that in exchange for modeling in the magazine, they'll receive copies of their published images.

Many models are willing to not get paid for magazine features because they will be getting a lot of exposure and potential future job offers.

Like any modeling agency, if NUMA is interested in you, they'll offer you a contract and from there will begin to work with you to put together your portfolio, headshot, comp card and other marketing materials. They'll also work on developing your career and submitting you to various castings and go-sees in order to book you paying work.
