Yes. Since the field turned to 64 there have been 6 teams with losing records. But the worst is the '67 Georgetown Hoyas who finished 9-16 and also another team in 2008 with a record of 16-20 the first school with 20 losses Coppin State University

South Carolina is the only school to ever go undefeated in the ACC regular season. They did it in the 1969-1970 season under Frank Mcguire and went to the Sweet 16 that year.

Yes, in 2001-2002. They went 32-4 (15-1 in ACC play). In the NCAA Tournament they beat Siena 85-70 in the first round, in the second round they beat Wisconsin 87-57, in the Sweet 16 they beat Kentucky 78-68, in the Elite 8 they beat Connecticut 90-82, in the Final 4 they beat Kansas 97-88, and in the finals Gary Williams' Terps beat Mike Davis' Indiana 64-52. Tournament MVP Juan Dixon scored 18 points. For the season, Juan Dixon led the team in PPG with 20.4. Lonny Baxter led the Terps in RPG with 8.2. Steve Blake led the team in APG with 7.9. Maryland had an impressive 4 NBAers in their starting lineup.

There is no limit on the number of players on a team. The NCAA limits scholarships to 13, and 15 total can suit up for a game. Kentucky had 20 players on the team in Billy G's last year. Obviously five of those did not make the trip for away games or suit up for home games.
