Is it legal to buy a house with a 60 amp service?
Wow, never heard of it. Usually 100amp, usually it does not matter what the house
has, because it is grandfathered in. But if you ever want to add anything to the service,
you might be forced by codes to install a new 100 or 150 amp service, or you might not be allowed to do anything.
Call the local power company and ask them if they will upgrade the service to the house for free. Some will. You will need an electrician to put in a new service panel. Could cost a thousand bucks or more depending on the current wiring. A home inspection would also be recommended before buying such an older house.
If there is nothing else on the circuit the odds are it kicks off when the compressor starts. This is a motor and the starting current is higher running current. The breaker senses this surge and trips. Either the compressor is drawing more current because of a problem with shunt somewhere in the winding of the motor or the breaker is tripping because it has a problem that has essentially made it more sensitive to current and is tripping on a lower current than it is rated for. The cheapest fix is to replace the breaker. If you know what you are doing you coudl just switch breakers with an equally rated breaker in the electric panel. If you don't know what you are doing find someone who does. If this doesn't fix the problem it is likely a faulty compressor.

By earth wire I am assuming you mean the bare wire and that a black and white wire are connected to the light. If when you connect the earth wire and breaker trips then there is a short between black and earth. It could be a bad ground connection, an internal short in the light fixture where black wire "hot" is connected to metal on the fixture through a nick in wire.
It seems like you are describing the Red, Black, White and Ground in your electric panel. There is 240 VAC between Black and Red and 120 VAC between Black and White and 120 VAC between Red and White. The electric panel has two busses that supply 120 VAC on alternating breakers in your panel. Essentially, the Red turns into "black" in the panel for all practical purposes. If you have a 240 VAC circuit it essentially takes up to two vertical positions in your electric panel.
