Then from your inventory, press 'spacebar' and Shaggy should jump and reach the rope and end up standing on another rope in the air. Then press 'spacebar' and with the oar Shaggy will knock the black key on the ground. Go get it and unlock the door to end up behind the stairs with the Captain of the boat.
