Look, it's a little complicated but I can explain it. You can find Nosepass in Granite Cave, basement 2. But, the only way to find it there, is kinda complicated. Anyway, when you use Rock Smash, to smash a rock, doesn't sometimes a Pokemon appear? In Granite Cave, Basement 2, use Rock Smash on rocks and maybe, you'll see Nosepass. Its Capture Rate is 225% so that means you can catch Nosepass very easily. Unfortunately, I don't know Nosepass' Rarity, so you can know how often it will appear. Hope I helped anyway :)
Since Feebas is a Water Pokemon,you can only find it in lakes,rivers etc.

One reason behind not being able to catch Regigigas in Pokémon Omega Ruby is because you are going to the Island Cave at night and it will only awaken in the day time, another reason is Regice is not holding any of the proper items since it needs to be holding a CasteliaCone, a Snowball or the Never-Melt Ice, the third season is because Regice is not nicknamed and the fourth reason is because Registeel, Regirock and Regice are not in your party which is required in order to awaken the Level 50 Regigigas.

The Shiny Beldum was received over Wi-Fi as "An online present" in a Cherish Ball.
The details are nearly the same for the other locations, but Europe started a week after and the name of the Beldum is in a different language according to its location.
Breeding a shiny Pokemon, in fact, does not increase the chance of the offspring becoming a shiny. It is treated a normal Pokemon and the rate stays the same. However, you can increase the chances of the offspring to become a shiny by performing the Masuda Method and/or obtaining the Shiny Charm. The latter is much more difficult, so let's explain the Masuda Method.
The Masuda Method is where two Pokemon with two different languages and are in the Daycare together to breed. Egg Group compatibility does apply to this method as well, so make sure their Egg Groups are the same. (Even using a Ditto that is a different language such as, Japanese, Spanish, etc. can also increase the chances of the offspring being a shiny.) Even though it's impossible to do this without trading or generating a Pokemon using a program, it lowers the number from 1/8192 to 1/1365, which can be worth trading for.
Now the Shiny Charm is a lot harder to obtain and can take quite a bit of time to get. The Shiny Charm is rewarded when you complete the National Dex, excluding the event Pokemon like Mew, Celebi, Jirachi, Manaphy, Shaymin, Darkrai, Arceus, and so on. The Shiny Charm automatically increases the shiny rate without having to activate anything. This applies for breeding, fishing, and going through the tall grass or in the caves.
With the Masuda Method and the Shiny Charm combined for Pokemon Omega Ruby and Alpha Sapphire, your estimated chance is 1/512, which is increased dramatically.
