The domesticated/ tamed ones (they do exist!) do it either because of this out of these reasons:
1. out of playfulness (lightly chewing on the persons hand)
2. out of fear (same as above)
3. they have been treated badly in the past by humans, so they, again, use self defence (refer to above)
4. they have a disease, such as rabies, to make them act like this, if so you'll want to take him to a vet that is willing to give a fox a rabies shot.
