after Jill and chris fought wesker at the Spencer estate Jill sacrificied herself to save chris. Jill and wesker were thought to be dead however they survived.

wesker had implanted some sort of crest into jills chest which controlled her mind meaning wesker could make her do as he wished. i havn't found any information as to why she was wearing the costume and mask to hide identity.

in the battle chris+sheva vs wesker+Jill when wesker left the room and left Jill to fight chris and sheva. i think that wesker used Jill knowing chris wouldn't kill her other than that i don't see any reason to enslave Jill

I was looking into that too after beating the game the first time. It's a shame to say that there really doesn't seem to be any easy way to just get the million. It seems that the simplest way to do it is just keep selling items and beating the game. When I had the game for wii, after beating it I just sold all my upgraded guns and bought the rocket launcher, however, that kinda sucked because I had to go and buy everything again.

I guess if your buying the Chicago Typewriter then selling the little machine gun thing wouldn't be the worst, if you want the Matilda then selling your current pistol could be alright, and if you want the rocket launcher then the mine thrower would be fine to sell, but it still sucks.

The only other thing to remember is no matter how many times you beat the game, you can always go to the "load" slot and load the completed file and start over at the same difficulty and keep all your goods and treasures from your last match, just keep beating the game and saving up your treasures and you'll be able to get everything I guess.
