It you refer to the actual Web Ellis Cup itself ten it was originally a award for another sporting event and had not been used since 1907. In 1987 it was offered to the founding nation of the RWC and accepted then renamed to The Web Ellis Cup.
If you refer to the RWC event then Australia and New Zealand presented the idea back in 1985. At that time the key nations - Wales, England Scotland Ireland and France were asked to vote on the event. Initially Australia, New Zealand and France were the only countries that showed favour for a global tournament plus South Africa who were of course banned form international games because of Apartheid. their vote however was vital in tying the vote 8-8. When one English delegate followed by a Welsh delegate switched sides, the IRFB finally approved the inaugural cup, by 10 votes to 6

Their main job its line outs, when they are lifted buy other forwards to compete for the ball which is thrown in by the hooker number 2. Yes South Africa did play in the 1998 world cup , it was their first world cup ever.
It is actually just called the World Cup Trophy. In 1974 it replaced the Jules Rimet (pronounced rim - ay) trophy, which was won for the third time by Brazil in 1970 and awarded to them permanently.
Way back in 1996 I played for Norwich 1st XV in a Norfolk Cup fixture v Eccles & Attleborough RFC . The final score was 177-3 in our favour (as a winger I scored 7 tries that day (making me top try scorer), it was the most tries I ever scored in one match). I believe that officially it was the highest score in competitive rugby union in Great Britain at that point. What ever the situation now, I can confirm that every one of the Norwich players scored on the day except for poor old Barry O' Sullivan (playing at O centre) and Simon Vavasour (at hooker) who crossed the line and touched down but was denied by a (behind the play and very tired) ref. If this score has been bested I am not aware of it but it was a long time ago. Eccles & Attleborough took us to their local pub and led the singing that night, such was the camaraderie of rugby union in those amateur days. To reminisce contact me at edsteed@btinternet.com

The Highest Rugby score was set in 2007 by the Diocesan College 1st XV who scored 155 points to 0 against Belville Tech High school. The match happened on the Piley Rees Field at the Diocesan College in Cape Town, South Africa. This beat the previous record (also held by Bishops) of 132 points to 5)
On th May 2010 1st XV rugby team of St. Peter's College, Colombo - Sri Lanka, scored a massive score of 164 for 0 against the Prince of Walse College of Moratuwa, Sri Lanka in the inter school A division rugby league match. The match was played at St.Peters College grounds Colombo-4 (also called Bambalapitiya)
