In 1823 William Web Ellis a 17 year old student of Rugby School Warwickshire England whilst playing Football (Soccer) picked up the ball (which was allowed in the game at that time) and instead of running back toward team mates as was the rule to make a pass carried on running forward toward the opposing goal line. The concept caught on and 14 years later Rugby was formalised as a game

The concept was put in place that to spread the interest it would be fair and reasonable to assume that generically the top 10 teams in the World Rugby Rankings would always be a host. Therefore it was set out that all member countries could bid to host the event. This allowed emerging countries like Japan to have an opportunity to host the event, gain more experience in hosting and allow people from differing countries to see the game in different parts of the world. This has been effective as more that 1 hundred teams are now registered with World Rugby and more rare plaining to start the process

A few examples of this:
1. South Africa plays a tactic which involve their forwards to dominate and then play around 9 and 10. This means that South Africa's forwards dominate scrums, line outs and makes it easy for the scrum half (9) and fly half (10) to kick tactically.
2. France are know for their quick counter attacks. This means they play there backline players close to the opposition. When a turn over comes they spread the ball wide for the wings. France love an open game, their tactics is very good at running freely.
3. Alway have a open side flanker who could turn over possession quickly. Teams like Australia and New Zealand have players like George Smith and Richie Mcaw. Even the USA has a player called Todd Cleaver who could win back the ball for his team. Europe also has a number of flankers who dominates the breakdown and it's a very good tactic.
