You should try searching for this movie on OVGuide (www.ovguide.com), It supplies links to websites which host a wide range of movies. I always use OVGuide to catch movies I'm not prepared to pay to see. Did a quick search and there's one or two decent sites with streaming versions of Rugrats.

Rugrats was a great show from 1991 to 2000, when it 'jumped the shark'. From 2001 to 2004, Rugrats was run by a couple of new artists who introduced Dil and Kimi to the script. I would not recommend this movie for sure, as it was made in 2003, when Rugrats decreased in popularity. Although, all Rugrats movies are nicely done.
