So the law in Washinton states this exactly: "(2) "Potentially dangerous wild animal" means one of the following types of animals, whether bred in the wild or in captivity, and any or all hybrids thereof:
(a) Class mammalia
(i) Order carnivora
(A) Family felidae, only lions, tigers, captive-bred cougars, jaguars, cheetahs, leopards, snow leopards, and clouded leopards;
And that's all it says for the family Felidae, or cats. And you'll notice the word "only" before the list of banned cats. This tells me that Servals are not on this list specifically. The way I interpret it, they're not illegal. I do know that any variety of Savannah cat is banned in the city limits of Seattle, so I would assume that Servals are also banned in that city. As a general rule, wild animals make very poor pets. Big cats don't have the same instincts that domestic cats do. They are notoriously hard to litter train and often really need a lot more space, sometimes including some sort of outdoor enclosure.
If you want a bigger cat that has that look and is kind of wilder, look at Savannah cats. They are descended from the servals but are better adapted to house living.

The serval is NOT an endangered species. This is good, for all sorts of reasons. So many wild cats are endangered. The threat has largely come from the trades, fur and, sadly, pet. Another problem has been degradation of habitat, specifically deforestation. Fortunately, the serval ranks in the "Least Concern" category of potentially threatened animal species. At least for now.
