Yes it can be done and no it is not especially easy. In order to expand a waist, one needs to have the extra material within the pants or skirt. In better suits, there is enough material to expand the waist band at the back center seam. Look at your garment and literally measure the seam (under the waistband where you can see it) to find out how much material you have. If there is about an inch an a half on each side of the stitching, there is sufficient to expand the waist to your measurement. Less than an inch will require the seamstress or tailor to open all three seams around the waistband and add material inside the waistband to accomodate the new sizing. Talk to your tailor after you have seen if there is sufficient material at the back seam. Realize too that the new stitching will only leave about a 1/4th inch seam...which is NOT enough to indulge in strenuous exercise. The garment doesn't have a whole lot of support when that much alteration is done, so be aware that the seams won't take a whole lot of abuse. Finer garments have a much better chance to have this alteration done.
