I do not claim to be a Bible expert, but I was unable to locate this passage stating that you will "receive back 10 times what you've given".

I searched several Bible references, but I did find one that was similar in thought: Luke 6:38- "Practice giving, and people will give to YOU. They will pour into YOUR laps a fine measure, pressed down, shaken together and overflowing. For with the measure that YOU are measuring out, they will measure out to YOU in return."

The following verses contain some similar ideas to the above, which is really a different was of describing the law of sowing and reaping - you get back what you give. The reference from Malachi is talking about the Old Testament tithe which was a tenth part, and this may be where the idea of ten times comes from. The passage from Matthew (repeated in Mark 10:30) deals with a reward to Christians for giving up all for Christ's sake.

10Bring ye all the tithes into the storehouse, that there may be meat in mine house, and prove me now herewith, saith the LORD of hosts, if I will not open you the windows of heaven, and pour you out a blessing, that there shall not be room enough to receive it. 11And I will rebuke the devourer for your sakes, and he shall not destroy the fruits of your ground; neither shall your vine cast her fruit before the time in the field, saith the LORD of hosts. 12And all nations shall call you blessed: for ye shall be a delightsome land, saith the LORD of hosts.

The question has combined two different events. Congress makes the laws and the state of the Union is given by the President. New laws can be mentioned in the State of the Union but not promoted. Congress has very little to do with the speech given by the President. It is his night to address the nation and not push the agenda of Congress.
